Spin up a RiffEDU instance for grant experiment testing #116

It is believed that RiffEDU can be hackily used to provide a queuing-like capability needed for the grant experiment. A test instance of RiffEDU is needed to confirm this.

[ ] Mike will spin up a Riff EDU instance on AWS with John as admin.

Acceptance criteria: John is able to access a separate RiffEDU instance, and sign in with administrative privileges.

OK, I chose to deploy this at nsf.riffedu.com since it was left up to me. That site is now up and running in the AWS us-west-2 (Oregon) region.

@jaedoucette has created a user and I have made that user a System Admin.

I did not create any teams, I'm leaving that to John so he can name the team(s) as he sees fit.

Support files for creating the AWS docker stack and deploying riffedu there have been created and checked in to edu-docker. See commit Add support for new nsf.riffedu.com deployment
