SPIKE: Front End Flexibility for EDU Dashboard #206

As a product manager, I want to be able to add new metrics as quickly as possible, so that we add continuous value to our product.

As a product manager, I do not want to redesign the dashboard to accommodate each new metric, because it repeats work, and limits our ability to release metrics asap.

As a product manager, I want a dashboard that looks polished and well designed, so that customers take us seriously.

As a product manager, I do not want to invest a lot of development effort into a flexible dashboard, so that I can meet my other short-term, high priority requirements.

This spike is to allocate time to investigate what options might be available to allow for a more flexible dashboard, without a complete overhaul of the dashboard code.

We think the right design is to have the dashboard accept a list of charts to display (each with their own properties), rather than fixed arrangements. This seems pretty feasible.

We think the categories of charts we want to support in the future are small in number, but want to review this with Amy.
