This story is to allocate time for the technical work that underlies the feature for automatically throttling video when a users has low bandwidth in order to improve the stability of their Riff call for a better UX.

acceptance criteria

[ ] Have a function in the simplewebrtc api to limit the bitrate of the outgoing video streams
[ ] Code review of API changes
