Pin streamlit to 1.17.0 #130

useful PR! I changed my st version to 1.17.0 and it doesn't go wrong with interpolation page(other pages are fine but this is not when I was using latest streamlit==1.20.0)

I've done the reverse and changed the requirement to Streamlit 1.18+, to look towards the future. See #133
