Changes

Make bots run every 20min instead of 5min, currently 429ing
Downgrade user profile library, causing app to max out cpu and mem
Small changes to file viewer
Indexer bootstraps entire user db structure on new user startup instead of building from seed list of ids
Clean up user follow suggestions logic
Indexer does not trigger reindex on user render for feed being out of date, was clogging up the queue
Add basic local storage abstraction
