Add julia #9

As of 2018-03, Julia packages from Debian / Ubuntu is very old due to licensing issue. See https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=839668 for details.

As of 2018-07-12, Julia packages in Debian sid updated to 0.6.4. If backports are available, I will install from there.

Since I use buster not stretch, julia is available.

I should add a setting for IJulia.
