Add gemspec #3

Hey folks! The installation instructions specify to install via rubygems, but no such package exists in the wild. Here's a small pull request that includes a .gemspec so yard-chef can at least be installed via Bundler.

I did infer a number of things, namely author, email, and description. Thanks for taking the time to review this, and please let me know if any changes need to be made!

Yes, would be nice if this was also released on rubygems as well

@miketheman Thanks for pointing that out. There was an odd Jeweler bug that I couldn't quash, so I ripped out jeweler in favor of the Bundler gem tasks. Latest commits should fix this issue for yo.
