MANIFEST_TREE generation broken. #60

  1. Misplaced blank line(s) in MANIFEST_TREE.in triggered generation trap.
  2. Python 2x and Python 3x scripts were found to be out of sync.
  3. Bug fixes to Python source code files renders the previous MANIFEST_TREE files (.html and .txt) out of date until all of the trees are regenerated.
  4. Pending development of a script.to automate the process (beginning at the tree's bottom level and progressing up the repository directory hierarchy), it is suggested that repository recipients use the provided scripts to manually generate the tree level of interest.

Added and applied script "update_all_MANIFEST_TREES.sh" to automate the generation of all manifest tree files from the bottom-up, This will ensure that all future Toolkit release have an accurate identification of each released component.
