Add a "Windows Tips" section to the manual also.

I don't know where to put the windows tips.  

I guess in the main rl-glue technical manual and a README that should come with 
the
windows binary distribution.

Anyways, this path issue was just that the input() function strips '\' from 
what its
printing.  The actual paths were fine.  Matlab codec now works great on Windows.

I updated the technical manual and the wiki template,I think this is considered 
done.
