[FEAT] rikctl: default configuration if none provided #66

📑 Description

BREAKING CHANGE: Change format of configuration from JSON to YAML
BREAKING CHANGE: rikctl get workload is replaced by rikctl get workloads
Improve environment parsing to know configuration location
Add some simple tests to ensure configuration parsing / detect is working
In case no configuration is available, creates a default one in ~/.rik/config.yaml

Those improvements are done in the context of #54
