Create user friendly error handling. #20

If the user enters a command that does not exist the bot should reply to that user and tell them rather then just output into a console.

I copypasted error.py from another project a while back, but it doesn't seem to work. As far as I'm concerned, all contents of that file can be deleted so we can rewrite it.
