Research and implement a CM system (Chef, Puppet, Ansible, etc) for easy deployment.

Upstream has a PR sitting around for chef/vagrant support.

Not sure how clean or usable it is for our purposes since we've diverged a fair amount from upstream at this point, but may still be useful?

@eriknelson was working on something of the sort for this, current state is in #78, once things are resolved there, should be able to merge it.
