Munki 2 - touch /Users/Shared/.com.googlecode.munki.checkandinstallatstartup #305

Running the command: 
touch /Users/Shared/.com.googlecode.munki.checkandinstallatstartup
Doesn't activate Munki 2 when sitting at the loginwindow.

Regression:
With Munki (v1) running that command will cause Munki to run over the 
loginwindow and loop until finished.

More specifically, what appears to be happening:

/usr/local/munki/managedsoftwareupdate _is_ running.

No (GUI) status display occurs.

It is currently running (usr/local/munki/managedsoftwareupdate) and reporting 
to MWA with the run type of (checkandinstallatstartup) so it is just the GUI 
not appearing.

With Munki 2 is the new MunkiStatus app only for the loginwindow or are there 
other instances where it would appear?
