add option to set random seed #1

@rikuu @LeenaSalmela Can you add a command-line option to allow setting random seed, to get deterministic results?

I made a patch to do this for Gap2Seq-2.1, maybe check correctness: https://github.com/bioconda/bioconda-recipes/pull/6063
