Closes #23 - consolidates several functions and modules into the saber.io module Closes #24 - read and write ids as strings on tables Closes #28 - uses parquet format for read and write speed boosts over csv Closes #29 - uses np.linspace and np.nanpercentile to calculate FDC Closes #30 - creates requirements file, named hydrosaber, published on pypi

increments version to 0.4.0
