Update vala-panel-appmenu packaging to 0.5.3 #19

This pull requests updated the Vala Panel Appmenu packaging to 0.5.3.

Quick question though with regards to distro packaging. For users that don't install via Ubuntu budgie but just install budgie-desktop, how would they know to manually apply such an override? Without it the budgie applet is unusable.

Also, you'll be able to do the following when the new libglibc is promoted out of proposed in 17.10. Assuming that budgie is what XDG_CURRENT_DESKTOP reports.

[com.canonical.unity-gtk-module:budgie]
blacklist=["acroread","emacs","emacs23","emacs23-lucid","emacs24","emacs24-lucid","budgie-panel"]

Seed the :budgie suffix. This will prevent each of us stamping on the same gshema keys :-)
