Remove clang format #905

Remove clang format due to we had been migrated to Swift.

ci: delete clang format lint step
build: remove clang format target
chore: remove clang format config

There's swift lint tool like SwiftLint, but will need some effort to configure custom rules. But yes, clang lint is no longer needed, thank you for the setup!
