Create a changelog #86

Issue #85 raised the note that there was insufficient documentation for the project for newer users to grasp what it does. That issue raised specifically there is a need to provide more context for a README, but additionally it was noted a changelog may provide some useful context.

This adds such a changelog. It's limited in that it only tracks history back to version 0.0.3, but it at least goes someway to providing more context.
