Create Taiga installer based on Harbor 2.x #44

Use https://github.com/riotkit-org/riotkit-harbor to create an environment template, so everybody could setup a PRODUCTION-like compose setup.

Example setup commands:

pip install rkd-harbor
harbor :create:project
harbor :cooperative:sync :cooperative:install harbor/taiga
