Email errors not in HTML format on dev server #147

...Despite what I did in https://github.com/riparias/early-warning-webapp/commit/26088564930a62d1134b724ab6f33f4aae526531

It also appears the setting is correctly loaded/interpreted (logging dict merge) on the dev server
