Create infra for production server + deploy there #76

Many subtasks for that:

[x] request infrastructure (database + EC2 instance)
[x] agree on how to deal with branches and CI/CD
[x] implement the previous points
[x] have the alert.riparias.be domain properly setup
[x] make sure we can send emails from this subdomain
[x] decide if we use RDS or a custom PostgreSQL installation (let's try with RDS first)
[ ] (if we use a custom PostgreSQL installation): make sure we have database backups
[x] configure the server (by replicating the dev server configuration)
[ ] configure unattended upgrades on the server

Hey @damianooldoni: the current development system uses the info@dev-alert.riparias.be e-mail address so it's able to send notification emails. This "dev" address also redirects to my pro mailbox.

I'll need a similar address for the production server, for consistency I'm thinking of info@alert.riparias.be. Question: what should this address be? An alias for one/multiple mailboxes? If so, which one?

Hi @niconoe: I think we are the only ones administrating this so it should be an alias to our two e-mail addresses at this moment? You mentioned your "pro mailbox". Is this the INBO one? Or is there a reason to not use the INBO address as alias?

Indeed, it's my INBO mailbox!

Perfect, I'll ask this address to redirect to both your and mine INBO addresses. We'll sort the received mails and forward them to the scientists in case it's content-related.

Update: I'm waiting for the ICT ops to set up the infrastructure for me, can't progress much more before that.

The website is now online at https://alert.riparias.be/, but please don't propagate the address now since it's not yet able to send notification emails :)

Update: emails configured, website seems okay now. Yet to do:

manually test a bit more intensively
ask review before 1st May
make sure RDS is properly backed up
