Some of the Hooks fields conflict with some of the Tickets fields:

HookStateCount <> TicketCount
HookReserveCount <> TicketSequence

I think it would make sense to bump the Hooks nths by 2 but this will require rippled-hooks to be updated as well. @RichardAH @WietseWind
