Add requirements that tie together Server SoC requirements and BRS behavior listed as optional #3

So it's unclear #2 is a good example and that we really need anything to tie things together. We've debated this pattern before with the BRS and decided that requirements that point to other requirements in other specs is silly.

Perhaps downgrade this to non-normative text?
