ci: add Dockerfile and github actions to build ACT docker image

This PR only update the CI for the repo

This build and pushes docker images to the ghcr, and this docker images would be used for later CI builds Docker images contains:

• Ubuntu 22.04
• latest Sail model
• latest spike model
• latest qemu
• gcc toolchains
• latest riscof
• all necessary dependence for running riscv arch test
