add risc-v vector extension resource #5

Closes #4 @camel-cdr @algorhtym I have added the "RISC-V vector extension demystified" resource as the last entry in the intermediate-level resources table. Is that a good position to fit the resource? If not, please comment your thoughts here before we merge into main.
