Make latest release available at RISC-V Website as PDF #3

I wonder, should this be specification also be mentioned at the RISC-V website's spec section at https://riscv.org/technical/specifications to make it known more widely?

Once spec is frozen, we will ask RISC-V international to host it on RISC-V website

Anup, if it's alright, I'm assigning this back to you. All you need to do is contact the tpm's (Jeff and Stephano) about having them add an entry at https://riscv.org/technical/specifications and providing them with GitHub and PDF links for the ACLINT spec. (The same exercise will apply for PLIC and then AIA when those come along.)
