Fix non-normative note about MPRV/MXR #82

MPRV need not be in effect for MXR to disable pointer masking.

Resolves #70.

I will wait for a few days to see whether there are any other related comments, otherwise will rebuild the PDF and create a new release candidate with the (non-normative) change.
