Repository needs a README #14

This repository needs a a README file describing what this repo is about, and how it works, etc. I was redirected here by a mailing list conversation, but I can't ascertain what this code repository holds.

The chipyard makefile is kinda confusing. Take rocketchip for example, I trying to figure out how the makefile link to this riscv-test benchmarks, but it didn't make my life easier...
