Hello,
Would it be possible for them to open a support ticket at https://support.riseup.net including the full headers of the mail that was delivered to the spam folder? This is tied to the website documentation and not a place for this kind of requests.

Someone I'm on an email chain with who uses your service has had these emails from @state.co.us go to spam and it's been causing some issues communicating with them. They also seem to claim that some of them flat out haven't delivered though I'm not exactly sure how/why that might be happneing.
I hope you are spam scoring by actually validating the arc signatures (not just arc-seal which is sent by the sender), and considering dkim, SPF, and cross-referencing against spamlists
