[x] Decide what needs to happen for the Heroku plan. Either the $7/mo or $25/mo plan ($25/mo plan gets us preboot dynos if the web app switches dynos, as well as analytics, so there is some pretty significant benefit there)
[ ] Upgrade and migrate the PostgreSQL databases. The free plan gives only 10,000 rows which we will certainly blow through given a few hundred users which we will definitely need to statistically significant data. The lowest tier paid plan which gives 10 million rows should be fine here.

Heroku plan is updated to $7/mo plan. If we cannot get all the analytics we need from MixPanel, we can bump to $25/mo plan.

I'll upgrade PostgreSQL soon.
