`risedev` cmd extensions for convenience: profiling and running sql #11552

./risedev cpu_profile: run cpu profiling, take care of setup, generating flamegraph etc... Also include flamegraph tooling dl in risedev configure.
./risedev heap_profile: run heap profiling, require cluster to have JEPROF enabled.
./risedev run_sql <sql>: run sql on cluster, auto discover frontend port. Use psql under the hood.
./risedev run_sql_script <file_path>: similar to above.
