Show temporal filter throughput in grafana #13727

Temporal filter is a "special" source in our system because it has no upstream and it will generate stream messages on barrier. We have met several cases when we thought source throughput is low but later realized that temporal filter is generating excessive load. I think it is worth showing its throughput in the source throughput panel or a dedicated panel.
