Recreate inconsistent MV and its dependencies #15107

We can provide an SQL command which will drop and recreate a materialized view, with all its dependencies.

This is for the case where SQL is failing due to its internal inconsistent state (the input stream is not corrupted).

We can help users to quickly recreate problematic MVs in this case.
