gcs: fail to loading credential to sign http request #17408

Describe the bug

Looks like the credential is either empty or incorrect, waiting for longevity test to reproduce.

Error message/log

called `Result::unwrap()` on an `Err` value: ObjectStore(Unexpected (persistent) at stat, context: { called: reqsign::LoadCredential, service: gcs, path: xxx/cluster_id/0 } => loading credential to sign http request, source: expected value at line 1 column 1

Given that the gcs test is not run frequently, let's leave the issue for longer in case it happens again.
