upgrade Grafana dashboard format #19447

If the format is upgraded, then we can upload RW dashboard .json file to Grafana’s official dashboard repository. then the user can just use dashboard ID to import it: https://grafana.com/docs/grafana/latest/dashboards/build-dashboards/import-dashboards/#import-sharing-with-grafana-2x-or-30

This is weird. Grafana 3.1 was released in 2016, and we're using a much more up-to-date version.
