031 in wrong template

Due to superseded cataloging guidelines, ca. 800 records have 031 in templates that do not allow it today (usually, if not always, COL).

Ca. 175 COL records do not have any child records, so they can safely be changed to MSR, where 031 is allowed. The rest of the records require editorial work, not Muscat development work.

This is from the Health Report error "031-unknown-tag: Unknown tag in layout."

This error is down to 291 thanks to the template switch. The rest will be edited by the working groups, but they should be excluded from the health report.
