Science Plate Architecture #35

Have a conversation with the science team about what exactly software needs to do for the science plate. Then create a hierarchy for they layout of that board's program flow. This is a necessary step before moving forward to interfacing with sensors, and it is something that can be done ASAP

I stub out the entire class but it need proper code and documentation. Check with joey to see how what kind of protocol that the motor control will be using
