Tag view of quotes has doubles of quotes #6

So I don't know why or when but I believe the quotes_tags table basically duplicated itself at some point. I'll at least temporally fix the problem by filtering out the duplicates when we make the queries. Actually removing the entries from the database sounds like...effort.

I did the temporary fix in c21f0f3162ab9f4b35ec16e4bb9feb57841a14dd. I'm keeping the issue open because theoretically we should remove the duplicate entries.

I believe this was an artifact from shutting down the old server, so that some of the data got migrated twice.
