Slack Integration #21

It would be cool if we had a Slack channel that automatically posted the new ones in the channel.

it subs to table changes and publishes to rabbitmq. It's also how the qmail-manager gets officer change notifications

Slushbot actually already has support for this using alms. But slushbot is RIP.
