Context/Problem: Developer guide is missing section for importing data under "instructions for manual testing". For those like me who want to test the import feature, which isn't as intuitive, this could be a big problem

Thanks for finding this bug. We feel that the import function is intuitive, with how it has already been described in the documentation. We therefore do not see this as being impactful for most users, as the manual testing for the import function would be exactly the same as the processes already described in the documentation. Given these considerations we thank for you the bug report, but we will be changing the severity to low.
