Custom OpenStack images and Vagrant boxes should be created using Packer. These images should be automatically recreated regularly using scheduled GitLab CI jobs.
Since Windows typically requires licenses, we should use the evaluation ISOs. Club members can choose to license their servers after deployment if desired.
