Custom Ubuntu Images

Custom OpenStack images and Vagrant boxes should be created using Packer. These images should be automatically recreated regularly using scheduled GitLab CI jobs.

A custom Ubuntu 18.04 Server image was created and manually uploaded to OpenStack.
