base.html template, urls.py, and static precompiler in settings.py

I cannot runserver on this branch as is. It says that there is no module named static_precompiler. If this is a package that must be installed, it should be added to requirements.txt.

If you don't have the static precompiler in your settings than you should add it and specify the path to your less compiler. Whenever I needed to install things on my machine I did (or tried) so it's not fair for this to be my problem. It's the same less from the other projects.
