Add WYSIWYG editor for petitions #109

There have been requests for an editor that allows embedding youtube videos, inserting links without HTML, showing images inline and doing basic formatting. There are enough packages for this that it should be relatively easy, and TinyMCE is a good free solution if none of the packages work.
