Add regexes to filter out curse words as petitions are automatically posted.

The current production data would suggest that curse words are not prevalent in petition titles or descriptions. It's definitely a nice-to-have feature, but the opportunity cost of implementing this feature versus other higher priority features doesn't seem worth it.

@phryanjr I'm going to close this just because I don't think we have the right combination of resources and demand for this feature, though I do appreciate you documenting it here! Please bring this up at PawPrints committee if you have any further concerns :)
