0.9.9 - Change test_schemas and dbml_schemas naming location

• move the definition of test_schemas and dbml_schemas from the droughty_project.yaml to the droughty_schema.yaml.
• Added exceptions when someone has defined either of them in project and not in schema
• Updated the docs accordingly in configuration.rst

Reasoning

• This PR will close issue #48 and allow for governance of the project.yaml file to be governed by bringing it back into repos without causing commit changes every time a different developer prepares to run droughty dbtor droughty dbml.
• Pyarrow updated to circumvent an error that occurred upon running of droughty dbt
  • "UserWarning: You have an incompatible version of 'pyarrow' installed (6.0.0), please install a version that adheres to: 'pyarrow<8.1.0,>=8.0.0; extra == "pandas"'"

Considerations

Will the version will need to be updated on this repo? Or it is following a different convention?

@Terroface - This all makes sense. Something to consider is this will break all current droughty_project.yaml files would need a release note for users installing the new version. Writing an exception clause might make this easier to debug?
