• Refactor RenderTarget classes to share as much code as possible in the FRenderTarget parent class
• Moved most types to a RiveCore module
• Created RenderQueue (for now, just a scope locked TArray)
• Using RenderQueue just involves setting up the pipeline for an artboard, and does not need to have render commands. Executing Submit() will ask the render queue to render the current pipeline. The queue is not cleared each frame, as render commands often don't change. When render commands are needing to be dynamic per frame, we can use SubmitAndClear to clear the queue after render

For SubmitAndClear functionality, I think a barrier will be needed to ensure render commands can't be issued and executed out of order.
