Support for Failure Pool #18

I've begun using the VM to test some failover scenarios only to find out that the puppet module doesn't expose this config. Maybe I'm just not seeing it...

This should be an easy fix. I'll make sure to add it into the next release.

Latest commit adds support for failure_pool in pool.pp.
