S3 job finalizer will hang even if all additional supervisor jobs are finished or terminated #76

We would want to test this locally first.

We no longer see the issue coming up - s3 finalizer can successfully scale down all nodes once

  1. Manually retry job
  2. Manually submitted job (through either slack rrr or frontend SPA submit) jobs are done.
