Edit Chinese name sync job and give "same job name already exist" #126

What steps will reproduce the problem?
1. I make a unique sync job with Chinese characters.
2. I enter the sync job management.
3. I don't edit anything and click edit job. The system will give "A sync job 
with same job name already exists". However the sync job name is unique
